Consultancy to conduct a research on quota system around disability inclusive employment

Light for the World UK has received funding from Big Lottery Fund to deliver a 2 year project (April 2018- April 2020) entitled ‘Make 12.4% Work!’ The project is delivered by Light for the World, the National Union of Disabled Persons of Uganda (NUDIPU) and Reach A Hand Uganda (RAHU).

One of the components of the Make 12.4% Work program is to establish a well-coordinated critical mass of actors supporting Make 12.4% Work. A Steering Committee and two Task Forces have been established, one Task Force on Inclusive Employment and one Task Force on Inclusive Livelihood Development. In year 1 of the project the two task forces are to come up with proposals for research or other activities that can feed policy making processes.

At present the Employment Act and the Disability Bill are being in the final stage of revision. In the Task Force Inclusive Employment it has been brought forward that a quota system would be an important mechanism that needs to be in place to improve the situation of high unemployment rates under persons with disabilities.

The main objective of this consultancy is to document the way the quota system is implemented in Rwanda and Kenya as well as relevant trends and factors to take into account when designing an employment quota system in Uganda. As a part of this assignment the consultant will be requested to conduct:

  • A desk study
  • A situational analysis
  • A consultation
  • The facilitation of a validation workshop
